In a move set to shake up the engineering consulting landscape in the South, Terracon has announced the acquisition of Arkansas-based Harbor Environmental, Inc. The deal, which took effect immediately, brings Harbor's 38 employees and extensive regional expertise under the Terracon umbrella.
Terracon, an employee-owned consulting giant with roots dating back to 1965, has been aggressively expanding its presence in the Southern United States. The Harbor acquisition comes on the heels of Terracon's 2023 purchase of Pollution Management Inc. (PMI), another Arkansas-based engineering and environmental services firm.
Gayle Packer, Terracon's chair, president, and CEO, hailed the acquisition as a major win for both companies. "The Harbor team's commitment to their clients and employees aligns perfectly with our own values," Packer said. "We're excited to welcome them to the Terracon family and expand the services we can offer in the region."

Harbor, which has been a fixture in the Arkansas engineering scene for 17 years, will continue to operate locally under its current name. Clients can expect a seamless transition, with the same familiar faces and a commitment to delivering creative solutions.
Terracon's acquisition spree comes as the company seeks to bolster its offerings nationwide. With more than 6,000 employee-owners across over 175 locations, Terracon is already a major player in the engineering consulting space. The Harbor deal further cements its status as a firm to watch in the South and beyond.
